Construction and Development Moves Forward Across Todmorden

This Autumn, the Town Deal Programme continues to move forward with progress on construction and development across Todmorden.

Many of our residents and visitors will have noticed the works underway with the refurbishment of The Hippodrome Theatre on Halifax Road, Todmorden Town Hall’s development plan in full swing, and the exciting activity in Centre Vale Park with the restoration of the Bandstand and the new Bowling Pavilion taking shape.

Above the park, it’s a momentous sight to see the new Enterprise Centre, with affordable rented homes, transforming the Ferney Lee site. And some may have also spotted the brilliant new lighting in the park, installed as part of the Active Todmorden project in progress. Work is also continuing to develop a more flexible, welcoming town centre, drawing more people to our fantastic local markets, with the Public Places in the Heart of Todmorden project.

New opportunities and better facilities are already on offer as a result of Town Deal investment, including a suite of fantastic internal and external improvements at Tod College, and the completion of energy efficiency measures at Fielden Hall, now reopened as an events and community space with affordable running costs and a secure future.

More detail on the current progress is set out below.

Under Construction

Tod College Learning Centre & Community Hub

  • Building works – Phase One is complete with the new Burnley Road entrance, ramped disabled access, and welcoming foyer already proving popular (especially with the new self-serve coffee machine!)
  • New community kitchen, ‘Sourhall’ is complete with a ‘Tod’s Top Chef’ competition launching this exciting new facility at Tod College Open Day, October 11th, 10.00am – 4.00pm. This is a chance to have a look round all the improvements to the building and find out more about opportunities offered.
  • Business spaces – Pextenement and Swallowshaw rooms have been upgraded for flexible training and conference use.
  • Sustainability upgrades – Solar PV with battery storage is live, delivering near self-sufficiency in electricity this summer. North-facing windows are replaced, with more glazing upgrades to follow.

Todmorden Town Hall

New facilities now completed as part of the first improvements at the iconic building include:

  • On the first floor – a new bar in the main hall repurposed from materials in the courtroom, and a new warming kitchen to support catering for large events.
  • Under the stage area – new toilets and changing areas.

Ferney Lee Development

  • Enterprise centre base completed; steel frame arriving in October.
  • Housing bases and timber frames are up.
  • Community engagement – Ferney Lee School buried a time capsule; PLP Construction donated £1,000 to Tod Makery; mock interviews at Tod High will support future construction careers.

Active Todmorden

The Hippodrome Theatre

  • Phase One – Works are now complete on the new toilets and foyer refurbishment.
  • Phase Two – Groundworks complete, construction of the new steel-framed building is underway.

Bandstand Restoration

  • Roof works complete, intricate carvings underway.
  • Internal works progressing with power supply installation.
  • Plans underway for the opening event, anticipated completion by end 2025.

Bowling Pavilion

  • Walls and roof structure nearing completion.
  • Solar panels and underfloor heating installation in progress.

In Development

Public Places in the Heart of Todmorden

Work to revitalise Bramsche Square and create a welcoming, attractive and flexible public space in Todmorden town centre is making progress, with extensive survey works undertaken on ground conditions and the culvert. The project team is now working to incorporate these into tender documentation and will be looking to progress to tender in Autumn 2025.

Active Todmorden

The new lighting in Centre Vale Park is now complete, with further development ongoing in other areas. Design work on the school crossing and Traffic Regulation Order is progressing with the aim of undertaking consultation this Autumn/Winter. The contractor procurement process for the resurfacing of Tipside to improve access from Halifax Road to the Market Hall on foot or cycle, is underway, and designs are in development on the canal towpath works, with an anticipated start in Spring 2026. Development is also continuing on the wayfinding and cycle storage, which makes up a further element of the Active Todmorden project.

Completed

Fielden Hall

Fielden Hall re-opened in April and is benefiting from a reduction in energy use, making the building more affordable to run. Solar PV monitoring is in place, and battery storage is planned next.

News From The Board

Members of Todmorden Town Deal Board recently undertook a tour of construction sites in the town to see the works currently underway as the vision for the Town Deal investment becomes a reality.
