Introduction
The Town Hall project is to re-invent the 1875 built Grade I listed building to create an open and welcoming Heritage Centre and community hub that is financially sustainable.
Town Deal funding will build on partnership investment already spent on works to improve both the exterior and interior of the Hall. This will include:
- Refurbishment and adaptations including reopening of the main entrance
- Works to the main access to improve accessibility
- Remodelling of internal spaces to enable a range of uses (including the information centre, event space and workspace) /activities simultaneously
- The Main Hall will be fully refurbished and become an attractive useable venue for hire.

Project Outline
Todmorden Town Hall will be transformed through a programme of specific alterations. Taken as a whole, the improvements undertaken will make the building:
- Accessible
- Flexible
- User-friendly
- Sustainable
Through this project, we aim for local pride in the Grade I listed Todmorden Town Hall to be re-energised. Its value and importance to local people and for visitors to the town will grow as it becomes a space fit for modern-day use with a secure future for the next generation.
What It Will Achieve
- The Grand Entrance opened up, and an external ramp installed, so visitors and users can use the doors directly into the Victorian lobby and winding staircase
- A new reception / information / display area with drinks facility created
- Alterations to the courtroom and ground floor toilet area
- A new catering kitchen installed on the first floor with changes to the bar
- New WCs & Changing facilities under the stage
- Installation of PA system in the main hall.
Progress So Far
Our Full Business Case for investment has been approved by government.
- Production of detailed design, schedule of work & specification is in progress
- Planning permission and listed building consent obtained with conditions.
- Works underway to provide detail to discharge these conditions prior to Construction works.
The Next Steps
The next steps are:
- Undertake the tender process on the open market to identify contractors
- Social value to be a criterion in appointment
- Award of tender and commencement of work in early summer 2023
- Completion Spring 2024.
