Programme Bulletin, Winter 2025
Further Construction and Development Across Todmorden
As we approach the festive holiday season, the Town Deal Programme has made further progress on construction and development across Todmorden, with lots more to come in 2026.
Thank you to everyone who has taken part and supported these exciting developments this year. We look forward to celebrating more progress, benefits, and opportunities as works continue in the New Year. Wishing everyone in Todmorden an enjoyable and safe festive season.
Please see the current progress below.
Under Construction
Tod College Learning Centre & Community Hub
It’s been a quieter couple of months for Tod College, but just in time for Winter the good news is that a warmer welcome is guaranteed for future users with a new air-to-air heating system now installed.
The Toshiba heating/cooling units were installed for the College by Domestic Air Solutions, with Todmorden’s trusty 7 Electric taking care of the wiring.
In addition, the tender for the final phase of the works is now live.
More information at Tod College.
Ferney Lee Development
In more good news on the works progressing at the new Enterprise Centre at Ferney Lee, the base is down, flood alleviation works are complete, the ground and first floor frames are up, and the roof is about to go on. Once completed, all this will be swiftly followed by doors and windows.
As the building is taking shape, Calder Valley Community Land Trust, is now inviting anyone interested in renting the brand new flexible office space or using meeting rooms, or have ideas for any other ways in which they’d use the potential of the space, to get in touch! They are happy to take prospective tenants who think the new facility might be just the place for them on a hard-hat tour of the site. More on this in the New Year.
The new workspaces are a unique offer for the town, set in a sustainable, comfortable, fully accessible and well-connected building. With well-equipped meeting rooms and other shared facilities, parking, EV charging points and secure cycle storage, to name just a few of the many benefits.
Key to the offer are flexible office configurations to suit a range of business and professional needs, hot desks and dedicated desks.
Completion is anticipated in June 2026.
The space is ideal for:
- Homeworkers wanting to escape the kitchen table
- Micro businesses and freelancers
- Anchor tenants bringing remote workers together
- Especially suitable for creative, knowledge, digital and environmental businesses and sole traders.

Centre Vale Park – Bandstand Restoration and Bowling Green
There’s lots of progress at Centre Vale Park, with the new Pavilion building, and the renovated Bandstand in progress.
Todmorden Town Council has been working closely with the Bandstand Group, which will have a role in managing the Bandstand. In the new year, they’ll be taking enquiries from people interested in putting on an event. A website will launch soon, with more information about the hiring process.
Recently, a local school group were treated to a tour of the Bandstand, to give them a better understanding of the fascinating work that goes into heritage restoration.
In addition, Todmorden Bowls Club members have been working with Todmorden Town Council to ensure the new pavilion meets their needs and are benefiting from support to prepare for the management of the unique four-crown greens. This should enable the Club to go from strength to strength, building membership and hosting more competitions.
If you think you might be interested in getting involved with bowling, 2026 is the perfect time!

The Hippodrome Theatre
The Hippodrome Theatre improvements are already ahead of schedule (by five days!), with major milestones complete and more exciting progress to come.
Installing the 50-tonne steel frame went smoothly, supported by foundations deeper than three Blackpool Towers stacked together!
The steel frame for the new extension is complete, and Phase One is open, including new foyer toilets and a temporary bar.
Recent highlights include:
- Contractors on Tod Hip supported the town’s Christmas Festival with a splendid 30-foot illuminated tree
- Volunteers delivered a successful Christmas Fair, with festive lighting and ongoing events during the build
- A behind-the-scenes build video has been shared widely online.
Coming up next:
- Concrete floors are being laid on upper levels
- Permanent staircases are being installed
- Walls and floors will start to take shape early in the new year
- Solar panels are in planning with Todmorden’s very own Todmorden Community Energy.
The Hippodrome has managed to remain open and active thanks to volunteers, supporters, and the patience of neighbouring residents and businesses.
Whilst the main build project is fully funded, Tod Hip is still seeking further funds to unlock additional works to make the project even better.

Todmorden Town Hall
New facilities continue to progress as part of the improvements at the iconic building, including:
- On the first floor – a new bar in the main hall repurposed from materials in the courtroom, and a new warming kitchen to support catering for large events
- Under the stage area – new toilets and changing areas

Active Todmorden
In a step forward for Active Todmorden, the tender for resurfacing of ‘Tipside’ between Hallroyd Crescent and the town centre, part of National Cycle Network Route 66, is now live, with a view to commencing work in 2026. The works will create a safe and accessible route for walking and cycling.
In other news, canal towpath designs are complete, and procurement of the contractor is in progress with a view to works commencing early in 2026. Signal design is also complete for the Burnley Road works (outside the school), and Calderdale Council will be going forward with a Traffic Regulation Order.
